The Evironment Court decides that HCCL must pay the HDC $291,839 that the HDC spent on HCCL's behalf for having the Private Plan Change reviewed as required by the RMA, this review requirement being an integral part of the planning process.

HDC approves Plan Change 38 (PC 38).

HCCL withdraws their Private Plan Change (PC 45) for subdivision and development at Ocean Beach.

HDC releases the draft planning reports prepared by the independent consultants MWH NZ Ltd. These are now public information and are available from the HDC.
